Data has become an important production factor and strategic resources in China's economic and social development. As an important category of data,the importance of geospatial data is self-evident. This paper comprehensively analyzed the construction of data property rights systems at home and abroad. It made a detailed analysis of the application of geospatial data and the current situation of property rights in Beijing,and the existing problems were pointed out in this paper. Given these problems,this paper proposed a framework system for constructing geospatial data property rights and clarified the circulation link. The suggestions to solve the problems were put forward from five aspects,to revitalize geospatial data resources and explore the value of geospatial data as a new production factor.
