实景三维+移动互联网+北斗的林权调查应用探索

针对林权制度改革工作历史遗留问题中的林权证界线位置不准、交叉重叠、错漏、档案缺失等问题,本文基于实景三维、移动互联网及北斗高精度定位导航等技术,以实景三维室内指界为主,同时以群众通过"手机App+北斗便携定位仪"进行林地界线自主走界为辅,形成"实景三维+移动互联网+北斗"的林权调查新方式,以信息化的技术手段收集、处理林权调查数据及资料,提高林权证发放查缺补漏纠错效率,降低林权发证纠错工作成本,有效化解林地权属界线纠纷.
Application exploration of forest tenure survey using 3D real scene+mobile internet+BDS
In response to the historical problems of forest tenure system reform,such as inaccurate positioning,overlapping,errors,omissions,and missing records of forest tenure certificate boundaries,this paper mainly focused on three-dimensional(3D)real scene indoor demarcation of the cadastral parcel based on technologies such as 3D real scene,mobile internet,and BeiDou navigation satellite system(BDS)high-precision positioning and navigation,while allowing the public to independently determine forest boundaries through mobile apps and BDS portable locators.As a result,a new way of forest tenure survey using"3D real scene+mobile Internet+BDS"was formed.Forest tenure survey data and materials were collected and processed by informatization technology,improving the efficiency of correcting errors in the issuance of forest tenure certificates,reducing the cost of error correction in the issuance of forest tenure certificates,and effectively resolving disputes over the boundaries of forest tenures.
