Digital transformation of records(ar-chives)management is not only an inevitable re-quirement of the construction of digital govern-ment and the development of digital economy,but also a practical need to promote the high-qual-ity development of archival undertaking.The U.S.federal government issued a series of memoran-dums to strongly promote digital transformation of records management.According to the issu-ance time and specific content of the memoran-dums,the transformation process can be divided into three stages,namely,formal transformation,comprehensive transformation,and deepening transformation.Moreover,the transformation pro-cess has been characterized by broadening of the scope,strengthening of the forcing mechanism,refinement of management requirements and more pragmatic supporting policies.We can draw experience from synergistic promotion,compre-hensive incorporation,firm objectives,pursuit of effectiveness and consolidation of capacity to pro-mote the practice of the single-set management for electronic records in China.
