Digital intelligence environment has created favorable conditions to realize the trans-formation from red archives management to red archives governance. This paper analyzes the du-al dilemmas of "cause" and "source" "single" and"multiple" facing red archives management at this stage, and on this basis puts forward the"du-al-center" realization path of red archives gover-nance. On the one hand, through the establish-ment of digital archives fonds and intelligent man-agement, internal governance centered on "digi-tal fonds" is achieved. On the other hand, exter-nal governance centered on "user interaction" is achieved through the construction of user por-traits and the collection of user feedback. Mobile Internet technology is also applied to the whole process of red archives management, with a view to promote the activation of red archives, the construction of social memory and the inheri-tance of cultural genes. The paper will provide reference for relevant theoretical research and practical exploration.
