In the digital era, there are many dis-putes about archival appraisal. In order to explore the development direction of the archival apprais-al policy in the digital era, this paper takes the Netherlands, the pioneer of macro appraisal prac-tice, as the research object, and demonstrates the archival appraisal policy adapted to the digital era from the perspective of practice by systemati-cally combing the Dutch archival appraisal policy. After experiencing the impact of government digi-tal transformation from the end of 20th century to the beginning of 21st century, the Netherlands found that the macroappraisal method of PIVOT was no longer applicable to the status quo of na-tional and social development. After drawing sug-gestions from various aspects, the Netherlands formally put forward a new objective of archival appraisal in 2007, and on this basis issued a new guidance manual for archival appraisal. With the submission of a new archives law proposal in 2021, the Dutch archival appraisal policy has en-tered a stage of modernization. In response to the spirit of Overall Layout Plan for the Construction of Digital China, this paper emphasizes the con-cept of cooperation, system and stage reflected in the development of Dutch archival appraisal pol-icy, which can provide useful reference for China' s archival appraisal work to cope with the influ-ence and challenge of digitalization.
