The opening of archival data is of great significance to promoting the modernization of the national data governance system and gover-nance capabilities. On the basis of discussing the connotation of archival data openness,this paper analyzes the value of archival data openness from the dual perspectives of result-oriented and con-sensus-oriented,and then discusses the imple-mentation path of archival data openness from the perspectives of policy formulation,platform construction,process planning,and environmen-tal construction to ensure that the opening of ar-chival data can sustainably,release the value of ar-chival data sustaionably,more efficiently and in a planned manner.
