In the development and evolution of archival resource objects,data-state archives as a new type of resource objects has the essen-tial characteristics of signal and semantic double discrete.Therefore it is necessary to reshape the existing archival management theory and practic-es,and establish a management model for data-state archives that can relieve the higher-order logical dependence brought about by semantic discrete.Guided by a scenario of continuous space evolution of archival resources,this paper clarifies the concept and function of the manage-ment model for data-state archives,elucidates its characteristics that distinguish it from other forms of management models,and analyses the main challenges faced in the construction of the model.The study concludes that the manage-ment model for data-state archives is character-ized by systematicity,continuity,comprehensibili-ty and professionalism,and that it faces challeng-es in terms of space control,maintenance of the value of evidence and utilization,coordination of management mechanisms and development of technical capacity.
