《档案行政处罚程序规定》(国家档案局令第20号)的发布与实施,是我国档案治理体系建设的一项重要成就.本文介绍和说明了其主要内容,分析了其主要特点和时代意义,探讨了如何按照档案治理的本质要求进一步规范档案主管部门行政处罚行为的问题.
Abstract
The promulgation and implementa-tion of the Provisions on Administrative Punish-ment Procedures for Archives(Decree No.20 of the State Archives Administration)is an impor-tant achievement in the construction of the ar-chives governance system in China.This paper introduces and explains its main content,analyz-es its main characteristics and significance,and probes into how to further standardize the admin-istrative punishment behavior of the archives ad-ministrative department according to the es-sence of archives management.
