Exploring the characteristics and deficiencies of archival security policies can pro-vide reference for the Chinese government to fur-ther improve the archival security policy system.This paper adopts the content analysis method to construct an analytical framework based on the dimensions of policy tools and policy objec-tives,and analyzes 72 archival security policy texts promulgated at the national level.The analy-sis reveals that there is an imbalance in the appli-cation ratio of policy tools;the policy objectives are clearly focused;and the match between poli-cy tools and policy objectives needs to be strengthened.In the future,the formulation of ar-chival security policies should optimize the pro-portion of policy tools used to strengthen the bal-ance of internal structure,improve the structure of policy objectives to increase the synergy of policy objectives,flexibly use a combination of policy tools to enhance the fit between policy tools and policy objectives,and strengthen the strategic and systematic construction of policies to enhance the effectiveness of policy implemen-tation,so as to enhance the effectiveness of ar-chival security policies.
