The promulgation and implementa-tion of the Provisions on the Scope of Collection of Archives at All Levels and of All Categories(Decree No.9 of the State Archives Administra-tion)has played a historic and important role in promoting the construction of China's national ar-chival resources system.On the basis of review-ing its main contents,this paper analyzes its main characteristics and values,and puts for-ward relevant suggestions for revising the regula-tions of the archives department from the per-spectives of improving,supplementing and revis-ing.
