Format management of scientific data by archival institutions is the key to achiev-ing long-term preservation of scientific data.Based on the widely used Digital Preservation Handbook and Digital Curation Manual,this study summarizes the format analysis frame-work of strategic planning,long-term preserva-tion format guidelines,technical tools,and pres-ervation strategies;based on the framework,sev-en major archive management organizations/plat-forms and scientific data management organiza-tions/platforms at home and abroad were re-searched and case studies were conducted to compare and propose the problems that China's scientific research archive management planning does not include scientific data format manage-ment content,the standard specification of scien-tific data archiving and long-term preservation format needs to be improved,and the application of scientific data format management tools and methods in the field of archives is insufficient.From the perspective of scientific research ar-chives management,it is proposed that archival institutions in China should incorporate scientific data format management into scientific research archives management planning,formulate for-mat guidelines for archiving and long-term pres-ervation of scientific data,and strengthen the ap-plication of format management technology tools.
