The Relationship Between the State and the Rise and Fall of Late-modernization:An Analysis Based on State Autonomy and State Embeddedness
State autonomy and state embeddedness are two key factors that influence the success or failure of the late-modernization of a country,but neither state autonomy nor state embeddedness can play its role alone.This paper is intended to construct a model of state autonomy and state embeddedness,and analyze their impact on modernization from the perspective of resource allocations,with industrial upgrading and industrial structure as the intermediary.Through the case study,it is found that different types of combinations determine the modernization performance of latecomer countries.It is difficult for the countries with low autonomy and high embeddedness to break the pattern of inherent interests.The countries with low autonomy and low embeddedness cannot prevent their resources from flowing to powerful groups or profit-sharing groups.The countries with high autonomy and low embeddedness tend to draw resources for their own consumption or the overall welfare consumption.And the countries with a high degree of both autonomy and embeddedness can control the resources and make them flow to the strategic and advanced industries,which is more conducive to modernization.
