The Proposal and Development of a Mesoscopic Guidance Concept for the"Belt and Road Initiative"
At present,the building of the"Belt and Road"is still in the ascendant,but its major projects have often come across the phenomenon of"attaching importance to its classic function while ignoring its radiating function",which may limit the aggregate utility of the major projects to a certain extent and further cause the projects to be confronted with a series of systemic risks such as political risk,economic risk and security risk.This paper argues that the root cause of this problem lies in the lack of the mesoscopic guidance system(mesoscopic guidance)among the academic circle of international relations studies,the leading units of the projects and the main body of the project implementation.To address this problem,this paper proposes the definition of mesoscopic guidance supported by regional integration,which aims to achieve the implementation of macroscopic ideas represented by international relations at the regional spatial scale,and provides an action guide for the coordination of such multi-infrastructures as traditional infrastructure,digital infrastructure,and institutional infrastructure at the microscopic level.Finally,this paper constructs a mesoscopic planning framework and its action guide oriented by regional integration,attempts to lead academic research at the macro level and practical activities at the micro level,provides reference for the leading units and implementation units of the projects,and eventually guides China's domestic construction,various global initiatives,area studies,and related actions to in-depth implementation.
