市域社会治理现代化下志愿服务助推"自治强基"的作用机理及其实践路径

摘要
在推进市域社会治理现代化的过程中,以城乡社区自治难为主的市域社会基层基础薄弱问题日益暴露.志愿服务附着于社区所承载的互动关系,既是社区自治的重要组成部分又是推进社区自治的重要力量,可通过发挥其社会利益协调、社会资源整合、社会资本凝聚等功能助推市域社会"自治强基".现有志愿服务参与城乡社区自治存在政策体系不完善、组织体系松散、专业化不足等问题.市域层级具备较强的资源优势和统筹优势,在市域多元主体协同共治的理想格局搭建过程中,可借助市域纵横向规范化、协同化的政府职能关系来完善志愿服务参与社区自治的政策体系、组织体系,以市域智治资源与人才资源提升志愿服务专业化水平.
Abstract
In the process of promoting the modernization of municipal social governance,the weak basic foundation of municipal society,which is dominated by the difficulty of urban and rural community autonomy,has become increasingly exposed. Voluntary service is attached to the interactive relationship carried by the community,which is not only an important part of community autonomy but also an important starting point to promote community autonomy. Voluntary service can promote community autonomy by giving full play to its functions of social interest coordination,social resources integration and social capital cohesion. The existing problems of voluntary service participation in urban and rural community autonomy are imperfect policy system,loose organization system and insufficient specialization. The municipal level has strong resource advantages and overall planning advantages. In the process of building the ideal pattern of the coordination and co-governance of multiple subjects in the municipal area,the policy system and organizational system of voluntary service participation in community autonomy can be improved with the help of the standardized and coordinated government functional relations of the municipal area,and the professional level of voluntary service can be improved with the intelligent governance resources and human resources of the municipal area.
