摘要
德治是城乡社区治理体系的重要议题,是有效提升精神文明进而促进物质文明和精神文明相协调、全面推进中国式现代化的重要抓手.综合考察城乡基层德治在社会基层治理模式中的位置、社会道德发展的深层次变迁以及德治治理网络的覆盖面等方面存在的深层次挑战与困境,深入分析国家治理体系现代化背景下出台基层社会治理政策、加强道德文化建设部署以及数字技术赋能等因素为德治带来的新机遇与新变化,探索以党建引领德治、文化滋养德治、行动贯彻德治的发展路径,特别是坚决贯彻习近平文化思想中的第二个结合,注重将中华优秀传统文化、中国共产党的德治经验融入城乡基层德治实践,能够为推进城乡基层德治、构建城乡治理体系指明创新方向,提供行动指南.
Abstract
Moral governance is an important issue in urban and rural community governance system,which is an important starting point for effectively promoting spiritual civilization,promoting the coordination of material civilization and spiritual civilization,and comprehensively promoting Chinese modernization. There exist challenges and dilemmas in comprehensively investigating the location of urban and rural grass-roots moral governance in the social governance model,the deep-seated changes of social moral development and the coverage of moral governance network,and so on. In the context of the modernization of the national governance system,deeply analyzing such factors as the issuance of grass-roots social governance policies,strengthening the deployment of moral and cultural construction,and the empowerment of digital technology can bring new opportunities and changes to the moral governance. By scientifically grasping the challenges and opportunities faced by moral governance,this paper explores the development path of leading moral governance with party building,nourishing moral governance by culture,and stablishing moral governance by action,especially resolutely implementing the second integration of Xi Jinping Thought on culture,focusing on integrating traditional Chinese culture and the experience in moral governance of the Communist Party of China into the practice of urban and rural grass-roots moral governance,with the purpose of pointing out innovative directions and providing guidelines for action for unswervingly promoting grass-roots moral governance and constructing a urban and rural governance system in the new era and new journey.
