With the rise of digital civilization and the emergence of advanced productivity,the form of human civilization is witnessing unprecedented and tremendous changes. The proposal of "new quality productivity" not only contains universal concern for the world entering the era of digital civilization and the qualitative development of advanced productivity,but also is an innovative construction of the discourse system of philosophy and social sciences with Chinese characteristics. From the perspective of classical theory,the development of productivity constitutes the fundamental driving force for the evolution of human civilization,and the evolution of civilization paves the way for the further development of productivity. From the perspective of reality,the generation of new quality productivity and the development of Chinese-style digital civilization are dialectical interactions,and criticizing and surpassing the quality and civilization form of capitalist productivity are the basic provisions shared by them. Therefore,it is necessary to adhere to the basic position of high-quality development,harness digital capital and stimulate talent dividends,adhere to the practical path of sustainable development,upgrade traditional industries and empower ecological governance,consolidate the institutional guarantee for the development of new elements,strengthen data security,and promote data rights confirmation.
