With the improvement of people's living standard and the continuous diversification of tourism demand, the concept of integration of culture and tourism industry has begun to appear in the public's field of vision. At present,China is in a critical period of economic transformation, the culture and tourism industry,as a sunrise in-dustry in the 21st century, vigorously promotes the development of the integration of culture and tourism industry, which is not only of great significance for the revitalization of the countryside, but also of great significance for the transformation of China's industrial structure.Using data from 1,042 questionnaires, this paper adopts linear re-gression model to analyze the impact of government measures on the integrated development of culture and tourism industry in the revitalization of rural industries, builds the mediation and moderating effect model, and further ex-plores the possible paths and changing rules of the participation of farmers in influencing the integrated develop-ment of culture and tourism industry. The study shows that government measures contribute to the integrated devel-opment of culture and tourism industry;government measures mediated by farmers'participation contribute to the integrated development of culture and tourism industry. In the context of rural industrial revitalization, the govern-ment,through the implementation of relevant measures, enhances farmers'motivation and increases farmers'par-ticipation,which has a moderating effect on government measures and promotes the integrated development of cul-tural and tourism industries. Therefore,in order to promote the integrated development of culture and tourism in-dustry and rural revitalization, guiding policy measures need to be introduced urgently, and to drive the local farmer population and enhance the participation of farmers,so as to improve the level of integrated development of culture and tourism industry.
