Study on Evaluation System of Red Tourism Resources in Xinjiang under Red Cultural Identity
Enhancing the level of rural public services in Southern Xinjiang is a key variable affecting rural revi-talization and achieving social stability and high-quality development in Xinjiang.Village-based assistance plays an important role in boosting the level of rural public services in Southern Xinjiang,and the causal mechanisms in-volved need to be further clarified.This paper proposes an integrated analytical framework of"heterogeneity-orga-nizational learning-public service enhancement"by studying the heterogeneous characteristics of village teams and grass-roots"two committees"in southern Xinjiang,as well as the literature on organizational learning and public services.The dimensions of heterogeneity of village teams and grassroots"two committees",including knowledge heterogeneity and relationship heterogeneity,are proposed as the theoretical support for the empirical analysis of the study.The causal mechanism of village-based assistance in promoting rural public services in Southern Xinjiang is then explained through the case of"toilet revolution"in villages under the jurisdiction of S Township in Southern Xinjiang.It is found that the knowledge heterogeneity and relationship heterogeneity of vil-lage teams and grassroots"two committees"have positive and negative effects on the improvement of the level of rural public services in Southern Xinjiang,and that organizational learning has a mediating effect on the hetero-geneity of village teams and grassroots"two committees"and the improvement of the level of rural public ser-vices.Organizational learning has a mediating effect on the heterogeneity of village-based teams and grassroots"two committees"and the improvement of rural public services.The explanatory perspectives of heterogeneity and organizational learning have enriched and expanded the theoretical scope of rural public service research,and at the same time provided useful policy insights for practical departments to use village-based task forces to promote rural public services.
