A Discussion on the Governance of Northwest China by YANG Ying-ju
After the pacification of Jungar,Emperor Qianlong,who was concerned about the overall layout of the strategic security of the Northwest China,transferred YANG Ying-ju,who was familiar with the Northwest China,to be the governor of Shaanxi and Gansu.YANG Ying-ju,in accordance with the development of the current situation and considering the efficiency of border management,timely submitted a report to the court to set up a new admin-istrative setup in Northwest China and adjusted the military and political zoning of Shaanxi and Gansu;he was or-dered to visit Xinjiang and put forward a specific plan for the establishment of the administrative setup of Xinjiang,setting up of the officials,and the official premises of the Yamen;he set up a new administrative setup of the Xin-ing area,adjusted the jurisdiction of his subordinates according to the distance from the seat of the government,and perfected the administrative pattern,and retained the Tusi in order to stabilize the society of the Northwest China region.YANG Ying-ju requested for the reclamation of the northwest region.He made six appeals for the reclama-tion of Gansu and seven appeals for the reclamation of Xinjiang,proposing many specific measures for the reclama-tion of the region,recruiting people for the reclamation of Xinjiang,and developing water conservancy in accor-dance with the local conditions,which made the reclamation of the Xinjiang region a very notable achievement.YANG Ying-ju created a market,improved the trade management organization,and improved the tea trade in Northwest China.
