The Innovative Path of"Intellectualization"of Rural Governance under Holistic Governance
"Intellectualization"of rural governance is the core essence of rural governance modernization,and it is also the necessary way to realize rural governance modernization. The holistic governance theory emphasizes the people's demand as the guide,focuses on the coordination and linkage of"pluralism",advocates the empower-ment of digital technology,and builds a mechanism for responsibility implementation,which provides a new analyt-ical perspective and construction strategy for the"intelligentization"of rural governance. In the actual construction process of"intelligent rural governance",it is still facing the limited ability of rural industry to promote residents' income and wealth,the synergy of"multiple"coordination and common governance has not yet been formed,and the"integrated"digital comprehensive governance capacity of the countryside is still limited. The"integrated"digital comprehensive governance capacity is low,and the implementation of the responsibility of rural governance and feedback mechanism is not sound enough and other issues. Accordingly,the study proposes innovative paths to strengthen scientific and technological support for the high-quality development of rural industries with special characteristics,innovate a new pattern of coordinated and coordinated co-management by"pluralistic"subjects,build an"integrated"network information service platform in the countryside,and construct a"communication-trust-responsibility"system,and a"communication-trust-responsibility"trinity of responsibility implementation mechanism.
