"Strong Participation"under"Soft Governance":An Analysis of Multilateral Governance in Education for Organisation Internationale de la Francophonie
As an intergovernmental organization that cannot be ignored in today's international community the Organisation Internationale de la Francophonie(OIF)actively carried out multilateral governance in education in response to the historical needs of promoting multilateral educational and cultural cooperation,the social needs of the unique political and cultural landscape,and the global governance needs of the sustainable development agenda.The OIF integrated education and training into its overall strategic framework with the aim of strengthening the position and influence of Francophone countries on the international stage,improving multilateralism and global governance,and contributing to the achievement of sustainable development.The flagship programmes of governance in education initiated by the OIF consisted mainly of primary education based on the principle of bilingual education,vocational training aimed at improving employment,and teacher education fueled by information technology.Practices has shown that the OIF has expanded its governance influence with French language and culture,enhanced its governance legitimacy with multilateralism,and amplified its governance effectiveness with African countries.
