Research on the Mechanism of Southeast Asian Ministers of Education Organization Participating in Global Education Governance
As one of the large-scale intergovernmental international organizations in Southeast Asia,Southeast Asia Ministers of Education Organization has played a unique role in global education governance.The development of this organization can be divided into three stages:initial establishment,intervention in education and increasing influence.Southeast Asian Ministers of Education Organization actively participate in global education governance,and in this process,three mechanisms are formed:organizational level,regional center level and nation-state level,namely,improving the quality of education with strategic guidance,promoting the development of educational topics with priority areas,and monitoring the educational practice of project evaluation.In the process of participating in global education governance,Southeast Asian Ministers of Education Organization embodies the following characteristics:displaying the way of systematic governance in the region;having the consciousness of cooperation with other organizations,and having the ability to deal with educational emergencies.This paper studies the mechanism of Southeast Asian Ministers of Education participating in global education governance,in order to provide reference for China to strengthen exchanges with Southeast Asia.
