数字伦理视域下的新加坡网络健康教育研究

伴随人工智能技术的飞速发展,数字伦理与安全成为国际关注重点.新加坡创造性地提出了网络健康教育理念,将网络健康内涵延伸为更广义的社会文明状态.新加坡网络健康教育形成了多元主体联合推进的格局.教育部将网络健康教育纳入正式课程教学;媒体素养理事会、网络安全局开展"网络安全日""网络安全职业生涯辅导"等活动;学校建立"网络健康巡警"制度,实施"网络健康学生大使"计划,为家长提供网络健康教育指导服务;公益组织积极推出网络健康教育平台;工商企业无偿提供数字学习资源.同时,新加坡在经费、政策、设备、监督、国际协作等方面建立了互联互动的网络健康教育保障机制,特别是创设了网络安全的认证和评估体系,参与构建了国际网络空间的多边秩序.
Research on Cyber Wellness Education in Singapore from the Perspective of Digital Ethics
With the rapid development of artificial intelligence technology,digital ethics and security become the focus of international attention.Singapore creatively puts forward the concept of Cyber Wellness education,extending the connotation of cyber wellness to a broader state of social civilization.Singapore has built a multi-subject joint promotion model.The Ministry of Education has incorporated Cyber Wellness education into formal curriculum teaching;the Media Literacy Council and Cyber Security Agency have jointly conducted activities such as"Safer Internet Day"and"Network Security Career Counseling";the schools have implemented"Cyber Wellness Patrol"and"Cyber Wellness Student Ambassador"programs,and provided education guidance services for parents;the public welfare organizations have actively launched online health education platforms;the industrial and commercial enterprises have provided free digital learning resources.Moreover,Singapore has established an interconnected and interactive mechanism in terms of financial,policy,equipment,supervision,international cooperation,especially the creation of a network security certification and evaluation system,and the construction of a multilateral order in international cyberspace.
