Research on the Education Development Strategy of Kazakhstan——A Text Analysis Based on Policy Tools
Overthe more than thirty years since its independence in 1991,Kazakhstan has been committed to achieving a unique path of educational modernization through the promulgation and implementation of a series of educational strategic plans.Using the classification theory of policy tools proposed by McDonnell and Elmore,it was found that Kazakhstan utilizes command tools,incentive tools,capacity building tools,system change tools,and advisory tools to continuously optimize educational strategic goals,adjust educational layout,and innovate the use of policy tools.Kazakhstan is committed to establishing a modern education system and has formed an education development model with its own characteristics.The implementation of Kazakhstan's education development strategic plan follows the logic of"input transformation output"and presents characteristics such as leading from command tools and capacity building tools to a combination of command tools and incentive tools,and then to collaborative innovation of multiple policy tools.Kazakhstan is a regional power in the education space of the post-Soviet Union,gradually realizing the development vision of building a smart country through the unity of solving contradictions and promoting development.
