Building a Strong University Network:Implementation,Challenges and Prospects of the European University Initiative
In order to further enhance the competitiveness of European higher education and strengthen European core values and identity,under the proposal of French President Emmanuel Macron,the European Commission launched the"European University Initiative".The plan mainly strengthens the strategic partnership among European higher education institutions through funding university alliances,so as to promote the transformation of European universities into a structural,systematic and sustainable future university form.With the support of the initiative,a number of innovative reforms have been implemented by the alliance of old and new universities that received funding.However,with the continuous deepening of the reform process,a series of risks and challenges have emerged.For example,it may be difficult to ensure sufficient and sustainable funding,exacerbate the existing imbalance of European higher education,the governance framework is not clear enough and policy compatibility is insufficient.In the long run,the successful implementation of the European University Initiative depends on the systemic reform at the national level and its solid political commitment.
