国际职业教育绿色技能的内涵、构成与开发路径

为拯救地球以及促进人类社会持续繁荣,国际社会提出通过职业教育与培训开发个体的绿色技能.从不同维度出发,各国际组织分别阐释了对绿色技能的理解.其中,联合国教科文组织强调可持续生活与从事绿色工作的技能,欧盟倡导减少人类活动对环境负面影响的技能,经合组织呼吁助推社会有韧性绿色转型所需的技能.在构成要素上,国际组织所提出的绿色技能主要包括绿色工作技能、绿色生活技能以及绿色变革技能.在开发路径上,国际组织强调通过跨部门协作,制定有效的绿色技能开发计划,将绿色技能嵌入国家资格框架,共塑主题多元的绿色技能课程,培养优质的绿色技能开发教师以及打造包容的绿色技能终身学习生态,培养和提升人们的绿色技能.
The Connotation,Composition and Development Path of Green Skills of International TVET
In order to save the earth and promote the sustainable prosperity of human society,international community has put forward the appeal of developing people's green skills through Technical and Vocational Education and Training(TVET).From different dimensions,various international organization have explained their understanding of green skills.Among them,UNESCO focuses on skills for sustainable living and green work,EU advocates skills which can reduce negative impact of human being on environment,and OECD calls for skills that can promote a resilient green transformation of society.In terms of composition,the green skills advocated by the three international organizations mainly include skills for green jobs,green life skills and skills for a green transformation.On development path,the international organizations emphasize formulating green skills training plans through cross-departmental collaboration,embedding green skills into national qualification framework,jointly building a multi-themed green skills curriculum,cultivating high-quality green skills development teachers,and collaboratively creating an inclusive green skills lifelong learning ecology,to comprehensively cultivate and improve people's green skills.
