安全、公平和发展:美国中小学教育惩戒改革新动向

为解决教育惩戒中"安全忧患"和"种族差异"问题,以及满足后疫情时代学生社会情感发展的需求,美国发起一轮彰显"安全、公平和发展"价值的中小学教育惩戒改革.为营造健康的学习环境,美国禁止中小学采用惩罚性的纪律措施和歧视性的纪律处罚,主张教育惩戒应有助于学生社会情感发展.在推动教育惩戒改革的过程中,美国采取强有力的措施:明确排斥性惩戒的范围与限用条件以保护学生教育权益,启动"歧视性停学调查"以助推教育惩戒公平,加大联邦和州的资金投入以助力学生社会情感发展,加强恢复性司法的专业培训以规范纪律管教行为,豁免各州学业问责与评估要求以支持学校纪律重建,加强与民间非营利组织合作以构建惩戒改革共同体.
Safety,Fairness and Development:New Trends in Disciplinary Reform in Primary and Secondary Schools in the United States
In order to address the issues of"security suffering"and"racial disparity"in school discipline,as well as to meet the needs of students'social and emotional development in the post-pandemic era,the United States has launched a round of disciplinary reforms in primary and secondary schools in recent years,demonstrating the values of"safety,fairness and development".In order to build a healthy learning environment,the United States prohibits the use of punitive disciplinary measures and oppose discriminatory disciplinary punishment in primary and secondary schools,advocating that school discipline should help students develop social emotions.In the process of school disciplinary reforming,the US government has taken strong measures:having clarified the scope and limitations of exclusionary punishment to protect students'educational rights,initiated investigations on discriminatory suspension to promote fairness in educational punishment,increased federal and state funding to support students'social and emotional development,strengthened professional training in restorative justice to regulate disciplinary behavior,exempted states from academic accountability and evaluation requirements to support the reconstruction of school discipline,and strengthened cooperation with non-profit organizations to build a community of disciplinary reform.
