Higher Education Internationalization Strategy under the"Multi-balanced"Diplomatic Policy in Kazakhstan
Kazakhstan is known as the heart of the world's geopolitical heartland and has significant value for our country,particularly in terms of promoting the construction of the"Belt and Road"through the development of educational exchanges and cooperation.In accordance with the"multi-balanced"diplomatic policy,Kazakhstan has implemented a series of strategic measures of higher education internationalization,such as recruiting international students,sending students abroad for study,promoting two-way mobility of faculty and staff,expanding cross-border higher education service,strengthening scientific cooperation research,and promoting trilingual educational models.The higher education internationalization of Kazakhstan is not only a proactive choice,but also the behavior under the strong influence of diverse extraterritorial actors.It presents a priority sequence of Russia,Europe and America,and forms a hierarchical structure that integrates global,regional and sub regional dimensions.Influenced by the strategy,Kazakhstan's higher education has strengthened its outward orientation,but in general it is mainly inward oriented.Additionally,the Soviet genes engraved in the system of higher education have been gradually rewritten,and a new hybrid model is being formed.
