How Do Non-Governmental Organizations Participate in Global Education Governance:Based on Authorities and Mechanisms Perspective
The shift in traditional power structures within global education has positioned non-governmental organizations (NGOs) as emerging governance actors. Despite lacking coercive means,NGOs play a significant role in global education governance due to their possession of certain forms of authority. Based on the sources of authorities,NGOs authorities can be categorized into moral authority,professional authority,social authority,and supervisory authority. Leveraging different primary forms of authority,NGOs exert influence through four types of participation mechanisms:advocacy participation,grounded in moral authority,drives global educational change through direct and indirect advocacy;technical participation,relying on professional authority,offers solutions to global education issues through policy consultation and capacity development;procedural participation,led by social authority,influences global education policy-making through consultation and decision-making processes;and accountability participation,based on supervisory authority,ensures that educational commitments are fulfilled through social and legal accountability.
