Trauma and Reconstruction of Higher Education in Ukraine under the Situation of Russia-Ukraine Conflict
Ukraine,one of the world's highest spenders on public education,has suffered from endogenous problems in higher education,such as corruption in the academic system,low academic prestige,disjointed social services,severe student attrition,and limited autonomy.The outbreak and continuation of the Russia-Ukrainian war led to the rapid collapse of Ukrainian higher education,which is riddled with old problems.In the midst of internal and external problems,Ukraine announced in July 2022 the launch of a wartime reconstruction program,with the restoration of the higher education system taking the brunt of the effort.The Ukrainian government aims to promote the restoration of social order through academic reconstruction by promulgating clear and specific plans and strategies for the development of higher education,calling back lost talents,optimizing the higher education network,expanding financial autonomy,lowering higher education entrance requirements,and strengthening international cooperation.However,the reconstruction of the Ukrainian higher education system is still facing many challenges.
