Return to Balance:A Study on School Recess Security Governance in Europe and America
In recent years,primary and secondary schools in many countries have faced the challenge of excessive governance of recess safety under the concept of"safety first".In Europe and the United States,recess safety governance gradually returns to balance under the joint action of the change of children's development concept,the drive of new risk awareness and the joint force of multi-subject governance.Based on model for risk tolerance in children's active play,it analyzes strategies for recess safety governance in European and American countries,including reducing restrictive school rules from time,space and behavioral dimensions;integrating adventure elements in the space environment to improve the intensity of recess activities;implementing peer support program to improve students'risk management ability;empowering teachers to reduce responsibility for friendly positive supervision.The governance of recess safety in European and American countries adheres to a child-centered philosophical approach,focusing comprehensively on the key elements within policy frameworks and establishing a governance structure characterized by multi-stakeholder collaboration,thereby achieving the reconstruction of the safety system in basic education.
