Implementing Norms,Guarantee Mechanism and Features of Educational Discipline in Japanese Primary and Secondary Schools
A set of implementing norms has been formed for primary and secondary educational discipline in Japan,it usually includes five aspects:the executing subject and measure,the executing time,the executing procedure,the allocation of the responsibility and the support and prevention during the executing period.The guarantee mechanism of primary and secondary educational discipline in Japan includes the establishment of a mechanism to prevent corporal discipline,the improvement of appeal mechanism and the construction of psychological counseling system.The features of educational discipline in Japanese primary and secondary schools are as follows:emphasizing the idea of putting students'development first in the purpose of educational discipline;seeking the unification of legitimacy and rationality in the implementing process and combining multiple forces for the participants.The moderate use of physical force is allowed in the form of discipline.The boundary between disciplinary action and corporal punishment is refined in the limit of application.It gives teachers discretion in the standard of implementation.
