环境规制的减污效应、机制与资源再配置效应

以中国式现代化推进人与自然和谐共生,需要借助环境规制深入推进环境污染防治,实现企业减污和效率改进的协同,推动经济发展方式绿色转型.基于 1998-2014 年中国制造业企业微观数据,利用清洁生产标准实施这一准自然实验,检验环境规制的减污效应、机制.基准结果显示,样本期清洁生产标准实施显著降低了企业二氧化硫污染排放强度.机制分析表明,清洁生产标准实施通过推动企业末端治理实现减污,而非通过提高企业中性技术进步、能源偏向性技术进步实现,从而未能显著推动企业能源效率改进.基于行业视角分析表明,清洁生产标准实施并未显著通过促进企业进入、退出和推动企业间资源再配置实现减污.研究结论为利用现有生态环境制度体系推动减污降碳协同增效,加快经济发展方式绿色转型提供了经验证据和政策启示.
Pollution Reduction Effects of Environmental Regulation,Mechanisms and Resource Reallocation Effects
To promote the harmonious coexistence of human beings and nature with Chinese-style modernization,it is necessary to promote the prevention and control of environmental pollution in depth with the help of environmental regulation,to realize the synergy between enterprise pollution reduction and efficiency improvement and promote the green transformation of the mode of economic development.Based on the micro data of Chinese manufacturing enterprises from 1998 to 2014,this paper utilized the quasi-natural experiment of cleaner production standard implementation to test the pollution reduction effect and mechanism of environmental regulation.Benchmarking results show that the implementation of cleaner production standards significantly reduces the sulfur dioxide pollution emission intensity of enterprises in the sample period.Mechanism analysis shows that the implementation of cleaner production standards fails to significantly promote improvements in energy efficiency by promoting end-of-pipe management of enterprises to achieve pollution reduction,rather than by improving enterprise-neutral and energy-biased technological progress.Analysis based on the industry perspective shows that the implementation of cleaner production standards does not significantly reduce pollution by promoting the entry and exit of enterprises and promoting the reallocation of resources among enterprises.This paper provides empirical evidence and policy implications for utilizing the existing eco-environmental system to promote the synergy between pollution reduction and carbon reduction and accelerate the green transformation of economic development.
