Obstacles and Breakthroughs of Digital Rural Construction from the Perspective of Transaction Cost Theory
From the perspective of transaction cost theory,this paper explores four dominant obstacles faced in the process of digital rural construction,such as urban-rural digital divide,uneven policy support and resource allocation,environmental uncertainty,and asset specificity,and analyzes their impacts on communication and coordination costs,supervision and enforcement costs,risk management costs,and the costs of reallocating resources.In response to these issues,it is recommended to make breakthroughs by suggesting narrowing the digital divide,increasing the precision of policy support and resource allocation,strengthening risk management strategies to cope with environmental uncertainties,and adjusting asset specificity.These measures aim to reduce transaction costs and promote the digital rural construction.
