In the context of the vision of harmonious coexistence between humanity and nature and the strategy of ecological civilization,high-quality construction of human settlements is an important way to maintain function of regional ecological security barrier in southeast of Xizang on the Qinghai-Xizang Plateau.The questionnaire survey on human settlements and regional development policies were used in this study to analyze existing problems,bottlenecks and development needs in the construction of human settlements in southeast of Xizang,to construct a high-quality development framework for human settlements.We propose the following to achieve high-quality development of human settlements in southeast of Xizang from five aspects(health,economy,society,ecology and infrastructure construction).1)The Nyingchi government should promote the policy at a high level,while following the market-oriented policy modification.2)The layout of healthy environment should be planed to improve health and safety literacy.3)Rational planning of ecological space resources should be carried out to achieve sustainable and high-quality development.4)To realize the modernization of infrastructure and to promote the construction of urban cultural competitiveness.5)To increase the coverage of social policies and enhance regional openness and inclusiveness.6)To adjust the ecological red line in southeast of Xizang and to focus on the development of local characteristic industries.Based on the concept of organic combination of soft environment and physical environment of human settlements and coordinated development,this study proposes a high-quality development path,in order to provide scientific reference and policy suggestions for further improving living conditions and realizing harmonious coexistence between humanity and nature in southeast of Xizang and even the Qinghai-Xizang Plateau.
