The Impact of Comprehensive Pilot Zone Policy for Cross-border E-commerce on the Resilience of Regional Industrial Chain
This paper aims to explore the impact and mechanism of the establishment policyn of China's cross-border e-commerce comprehensive pilot zone(hereinafter referred to as the"comprehensive pilot zone")on the resilience of regional industrial chain.Based on the panel data of 41 prefecture-level cities in the Yangtze River Delta region from 2008 to 2021,the multi-period differential model is adopted to treat the establishment policy of the comprehensive pilot zone as a quasi-natural experiment.It is found that the establishment of cross-border e-commerce comprehensive pilot areas significantly enhanced the resilience of the regional industrial chain,and its mechanism was mainly achieved through the improvement of innovation level and the upgrading of industrial structure.At the same time,market potential and financial development level play a positive regulating role in the impact of comprehensive pilot areas on the resilience of the regional industrial chain.The heterogeneity test shows that the promotion effect of comprehensive pilot areas on the resilience of regional industrial chain is more obvious in cities with high energy level,non-resource-based cities,large economic scale,and deep use of digital finance.Based on this,the paper puts forward suggestions,including improving the access and exit mechanism of comprehensive pilot zone,building platform advantages and forging innovation drivers to further enhance regional industrial resilience.
