北京市最严格水资源管理制度评价体系的思考

摘要
随着我国进入新发展阶段,对加强和优化水资源管理提出了新的要求.为深入学习贯彻习近平总书记关于治水的重要论述,精打细算用好水资源、从严从细管好水资源,切实把水资源作为最大的刚性约束,紧密结合新发展阶段实行最严格水资源管理制度考核的新要求,围绕首都城市战略定位和水务高质量发展需要,明确评价目标和原则,科学筛选最严格水资源管理制度评价指标,基于综合评分法的数学模型,采用专家咨询调查法确定权重分数,构建了新发展阶段北京市最严格水资源管理制度评价体系,该评价体系的构建方式和评价方法为现阶段科学评价北京市最严格水资源管理制度落实情况的实践提供参考,评价体系为最严格水资源管理制度考核工作提供技术支撑,有助于提升新发展阶段首都水资源管理水平.
Abstract
As China enters a new development stage,new requirements have been proposed for strength-ening and optimizing water resource management.To deeply study and implement General Secretary Xi Jinping's important discourse on water governance,this article emphasized the meticulous and efficient use of water resources.It highlighted the importance of managing water resources strictly and comprehen-sively,treating water resources as the most significant rigid constraint.In close conjunction with the new requirements for implementing the strictest water resource management system during this new develop-ment stage,the article focused on the strategic positioning of the capital city and the need for high-quality water development.It defined evaluation goals and principles,scientifically selected indicators for assess-ing the strictest water resource management system,and constructed an evaluation system based on a math-ematical model using the comprehensive scoring method.The weight scores were determined through ex-pert consultations and investigations.The result indicated the establishment of an evaluation system for the strictest water resource management system in Beijing during this new development stage.The con-struction method and evaluation approach of this system provided a universal reference for the practical and scientific evaluation of the implementation of the strictest water resource management system in Bei-jing.Furthermore,the evaluation system offered a technical support for assessing the strictest water re-source management system,contributing to the enhancement of water resource management in the capital during this new development stage.
