摘要

水影响评价制度已实施近十年,为检验其实施效果,归纳总结了通州区2014年-2022年的建设项目数量、项目类型、水评文件类型等情况,分析通州区实施水影响评价制度后,在项目核减水量、海绵城市相关措施建设、减少水土流失量、其他效益等方面取得的成效.实践表明,水影响评价制度完成了水资源论证、水土保持方案和洪水影响评价对建设项目的要求,在城市副中心建设过程中发挥了水对城市发展的约束引导作用,为后续新的城市建设提供了可借鉴的水务管控模式.

Abstract

To test the effectiveness of the water impact assessment system,which has been in place for nearly a decade,the authors summarised the number of construction projects,types of projects and types of water impact assessment documents in Tongzhou from 2014 to 2022,to analyse the effectiveness of the water impact assessment system in Tongzhou District,China,in reducing the amount of water produced by the project,building measures related to sponge cities,reducing the amount of soil and water loss,and other benefits.Practice shows that the water impact assessment system has fulfilled the requirements of water resources demonstration,soil and water conservation schemes and flood impact assessment on con-struction projects,in the process of the construction of city sub-center,water plays a role of constraint and guidance to the development of the city,which provides a reference for the following new urban con-struction of water management and control model.
