摘要
基于问卷方式,调研分析了市级水务行政执法工作存在行政手段、执法人员能力、执法保障力度、监督机制、信息化程度和公众认可度等方面问题,从合理划分行政权力、利用联勤联动机制,加强执法人员业务和心理学知识的学习,完善保障机制,建立社会监督评价机制,加快信息化技术运用,创新普法形式等方面,提出了提升水行政执法工作的质量与效果的对策建议,以促进水务行政执法工作的质量和效果.
Abstract
Through a questionnaire survey,the author deeply analyzes the problems of administrative means,the ability of law enforcement personnel,the strength of law enforcement guarantee,the supervi-sion mechanism,the degree of informatization and the degree of public recognition in the administrative law enforcement work at the grass-roots level.Furthermore,the author proposes to dividing administra-tive power and utilize joint service linkage mechanisms,strengthening the learning of professional and psychological knowledge of law enforcement personnel,improving the security mechanism,establishing a social supervision and evaluation mechanism,accelerating the application of information technology,and innovating the form of law popularization.
