密云水库构建现代化水库运行管理矩阵的实践

摘要
为全面提升运行管理的精准化、信息化、现代化水平,按照水利部构建现代化水库运行管理矩阵工作要求,在密云水库开展矩阵试点建设.从"四全"管理、"四制(治)"体系、"四预"措施及"四管"工作等4个方面梳理了短板弱项,基于体现系统性、兼容性、先进性及共享性为原则,确立了总体思路,着眼于完善感知设施、掌握基础信息、编制制度预案、建立数据模型及开发应用平台等角度,明确了建设内容,以保障水库安全运行、效益充分发挥及管理提质增效为主要目标,分析了预期成效,并就研发矩阵新界面、培养复合型人才及发展新质生产力提出思考与展望,为全面推进现代化水库运行管理提供借鉴.
Abstract
In accordance with the Ministry of Water Resources'requirements for constructing a modern reservoir operation management matrix,a pilot matrix construction project was carried out at Miyun Reser-voir.The project identified and addressed shortcomings and weaknesses from the perspectives of"four alls"management,"four systems"framework,"four pre"measures,and"four managements"tasks.An overall strategy was established based on principles of systematic integration,compatibility,advancement,and sharing.The construction content was clarified with a focus on improving sensing facilities,acquiring basic information,developing system plans,establishing data models,and developing application plat-forms.The primary goals were to ensure the safe operation of the reservoir,fully realize its benefits,and enhance management quality and efficiency.The expected outcomes were analyzed.The considerations and prospects were proposed for developing new matrix interfaces,training versatile talents,and advanc-ing new productivity.
