摘要
为了高质量开展水利工程运行管理标准化建设,以中堤泵站为例,提出基于PDCA循环模式的标准化路径,将工程从开始至后续改进的标准化建设全过程分为体系建设、标准实施、过程控制和评价改进并不断循环的4个阶段.按照该路径,中堤泵站建立覆盖基础管理、工程运行、防洪度汛、工程保护与执法、安全管理和监督检查与改进等6个单元的标准化体系,并对后续相应规划进行持续改进,不断提高该泵站运行管理的质量.结果表明,该路径能够清晰指导工程标准化全过程,能作为新建工程的标准化模板,也为其他水利工程的运行管理标准化建设提供借鉴和经验.
Abstract
In order to carry out the standardized construction of the operation and management of water conservancy projects with high quality,a standardized research was conducted taking Zhongdi Pumping Station as an example,and a standardized path based on the PDCA cycle mode was proposed.This path divides the entire process of implementing standardization of the project,from its acceptance to subse-quent continuous improvement,into four constantly circulating stages:system construction,standard im-plementation,process control,and evaluation and improvement.According to this path,a standardized system covering six units of basic management,project operation,flood control and flood season,project protection and law enforcement,safety management(including emergency management),and supervision,inspection and improvement was established.Corresponding plans were made for subsequent continuous improvement,which can continuously enhance the standardized level of the operation and management of this pumping station.The results indicate that this path can clearly guide the implementation of the entire process of project standardization,and can serve as a standardized template for new projects.It also pro-vides references and experiences for the standardized construction of the operation and management of other water conservancy projects.
