摘要
2023年7月下旬至8月上旬,官厅水库流域发生强降雨过程,官厅水库作为永定河上游控制性枢纽工程,充分拦蓄了上游洪水,减轻了永定河下游防洪压力.通过对官厅水库流域"23·7"强降雨的雨情、水情、预报和调度情况进行深入复盘分析,总结暴雨径流规律和洪水预报经验,梳理降雨应对和防洪调度中存在的问题,提出强化官厅水库"四预"能力对策建议,为科学优化洪水调度措施提供基础支撑.
Abstract
During the period from late July to early August 2023,a heavy rainfall process occurred in the Guanting Reservoir basin.As a control hub project in the upstream of the Yongding River,Guanting Res-ervoir fully intercepted the upstream flood and reduced the flood control pressure in the downstream of the Yongding River.Through in-depth review and analysis of the rainfall,water conditions,flood forecast-ing and scheduling of the"23·7"heavy rainfall in Guanting Reservoir Basin,summarize the rainstorm runoff law and flood forecasting experience,sort out the problems existing in rainfall response and flood control operation,and put forward countermeasures and suggestions to strengthen the"four pre"capacity of Guanting Reservoir.
