In the construction of China's sci-tech journal digital platform,with the support of the government and market-oriented operation in the early stage,the difficulties of low level of informatization for individual journals were overcome,leading to the emergence of well-known large-scale literature database companies such as CNKI,Wanfang Data,and Weipu.Similar to western countries,commercial literature platforms have become mainstream in China,but they lack public welfare and inclusiveness,presenting a real challenge.This paper,by sorting out the current status of Chinese sci-tech journals and literature platforms,analyzes changes in research hotspots,research environment,and publication of scientific journals,such as fierce competition in large models,the technology war initiated by the US and the West,and the hype over decoupling from China,as well as the steady progress of open access publishing.In line with China's national and international situations,it proposes the necessity to build a national public platform for scientific papers as soon as possible,mainly providing archiving and access services,and a preliminary plan is provided.This national platform and commercial platforms complement each other.The former serves as an independent digital foundation for knowledge sharing,while the latter leverage market demand for rapid and diverse development of capabilities,jointly supporting the prosperous development of Chinese sci-tech journals.
