Assessment and Analysis of the Quality of Legislation in the Construction of China's Rule-of-Law System——Based on research data from legal experts in 28 provinces in 2020
With entering a new era of the construction of a socialist rule-of-law system with Chinese character-istics from the period of the construction of a socialist legal system with Chinese characteristics,the quality of legislation has become an important content of the construction of the rule of law.From the perspective of juris-prudence,the construction of the quality of China's legislation does not develop from nothing,but is to im-prove the quality of the normativity of law,so it is necessary to build a system of the assessment of the quality of legislation that conforms to the actual construction of the rule of law in China.Such a system is based on de-tailed questionnaire survey data,establishes the criteria for judging the quality of legislation on the dual basis of indicator scores and the internal logic between indicators,which changes the previous way to assess the effec-tiveness of legislation only by simple weighted average of the indicators and realizes the scaled assessment of the overall development level of legislation and the development of various elements of legislation.It is helpful to grasp the law and current situation of legislation and to accurately assess the current level of legislation,and is better to improve the quality of the normativity of legislation.
