The New Trend of Grassroots Governance:To Solve the Problem of Grassroots Governance Re-form with Systems Thinking
As China moves towards a new developmental stage of modernization,grassroots governance is also facing a modernized transformation.In this process,to break through the cognitive,structural,and functional dilemmas of grassroots governance,comprehensively deepening the reform"must apply systems thinking".Therefore,the reform of grassroots governance should strengthen the top-level design of the overall coordina-tion of the Party and the government.By optimizing the structure of governance system,clarifying the duties of the system agent,promoting digitalized governance,and other reform measures,the transformation from"ele-ment management"to"systematic governance"should be realized,grassroots governance should be made to be more systematic,integrated,and coordinated,and the modernization of grassroots governance system and ca-pacity should be promoted comprehensively.
