The"Finiteness"and Transcendence of Digital Empowerment in Grassroots Governance:An Examination Based on Adaptation Dilemmas
As grassroots governance moves towards a digital order, how to deal with the transition of order and rules from physical space to digital space and how to reshape the right confirmation and responsibility reconstruction of multi-subject participation, in order to transcend the"finiteness"of digital empowerment, have become another difficult problem and formidable challenge for grassroots governance. This article provides a theoretical interpretation of the"finiteness of value","finiteness of structure", and"finiteness of functionality"in grassroots digital governance, delving into a three-dimensional adaptation analysis framework based on"goal values-business standards-technological applications"in practice. It finds that the extension of technology driving and empowerment has caused the imbalance of multi-party supply and demand and the mismatch of rules in the aspects of"people and numbers","management and governance", and"integrity and fragmentation", which leads to the evolution of digital empowerment in grassroots governance to towards a"digital bur-den". Multi-dimensional collaborative and coupling strategies should be adopted by reconstructing digital ecological value norms in ideology, by establishing a standardized system in institution, by improving the system guarantee docking in business, and by optimizing the mechanism for basic data backflow and sharing in technology, so as to continually perfect grassroots digital governance with the synchronization of"value"and"technology".
