Knowledge Application in the Public Policy Process:Theoretical Models and Evolutionary Logic
With the increasing complexity and technologization of modern societal issues, seeking intellectual support for academic research in the public policy process has become an interdisciplinary frontier. Building upon the development and latest advancements in Western knowledge application theory, this article proposes the relevance model, the policy knowledge model, the knowledge broker model, the knowledge"co-production"model, and the process application model of knowledge application theory. Through the analysis of the presuppositions, contents, functions, and defects of the five theoretical models, this article explores the evolutionary logic among them: in terms of cognitive logic, knowledge application theory is shifting from the objectivist"knowledge for policy"to the constructivist"knowledge in policy";in terms of practical logic, knowledge application theory has formed two major paradigms, namely, the results-oriented consequentialism and the processoriented processism. The five models and the evolutionary logic of knowledge application can provide a"theoret-ical map"and important inspiration for research and practice in the Chinese context.
