The Impact of Temporal and Spatial Factors on Policy Implementation and the Construction of a Mechanism for Efficient Implementation:A Case Analysis of the Carbon Peaking and Carbon Neutrality Policy Implementation in Provinces A and B
Under the condition of hyperscale governance, policy implementation space and implementation duration are crucial external factors influencing public policy implementation. To verify and explore how temporal and spatial factors impact long-term policy implementation in China, the implementation process of carbon peaking and carbon neutrality policy in Provinces A and B is selected as a case study. The research reveals that:the main mechanism that causes and exacerbates implementation deviation lies in temporal and spatial factors , or implementation space and implementation duration impact the ambiguity and conflict of policy implementation goals;technological factors exhibit a dual overlay effect of shortening time and expanding space;the lack of an efficient implementation mechanism based on temporal and spatial factors is a significant reason for dynamic implementation. To construct an efficient policy implementation mechanism requires simultaneous consideration of temporal and spatial factors, the establishment of the corresponding mechanisms with functions to reduce time and space, and the improvement of policy implementation capabilities. Technological means, especially digital empowerment, can reduce the ambiguity and conflict of implementation goals by shortening the policy implementation duration and expanding the adaptive space for policy implementation goals.
