The Form Evolution and Development Direction of Government Operation Guarantee from the Perspective of Public Security Governance
Promoting the modernization of public security governance is an important task for achieving sus-tainable development in a risk society, and the enhancement of the capability of government operation guaran-tee is an inevitable requirement to promote the realization of the efficiency of public security governance . Gov-ernment operation guarantee from the perspective of public security governance regards the optimization of the guarantee system as a research focus, and emphasizes the interaction process between the departments of gov-ernment offices affairs and other agencies in the aspects of overall management, efficient service, and resource guarantee in complex risk situations. To depict the overall picture of government operation guarantee from the perspective of public security governance, this article constructs an"institutional system-operational mecha-nism - technical means"analytical framework, and analyzes its form evolution from a past - present - future historical perspective. The change in this form not only reflects the self-adaptation and adjustment of the admin-istration of government offices affairs in historical development but also signifies the upgrading and transforma-tion of the model of public security governance.
