Megacity Behemoth Governance and Development:Conceptual Framework,Core Issues,and Future Prospect
The rise of megacity behemoths and their effective governance is a common problem faced by major countries in the world. In order to solve the"urban diseases"encountered by megacity behemoths, it is neces-sary to construct an ontological framework of the governance and development of megacity behemoths, so as to realize the understanding, diagnosis, and optimization of megacity behemoth governance, and thus to promote the modernization of megacity behemoth governance system and capacity and ultimately achieve high-quality development of megacity behemoths. A multi-layered nested interface governance system serves as the ontologi-cal framework for understanding the governance and development of megacity behemoths. To play its role, this framework must be able to respond to the problems faced by megacity behemoth governance and to promote ur-ban development through solving problems. Applying the multi-layered nested interface governance framework to the analysis of megacity behemoth issues can form a series of core issues that need to be dealt with , such as strategic issues of megacity behemoths, horizontal and vertical issues of megacity behemoths, megacity behe-moths'own issues, and issues of government-citizen interaction. In order to demonstrate the rationality of the conceptual framework and core issues, this article conducts a case study based on the megacity behemoth gover-nance practice of Beijing, with a view to realizing the unity of conceptual framework construction, theoretical ex-position, and case study, so as to deepen our theoretical understanding of megacity behemoth governance and development. Looking forward to the future, it is necessary to apply the ontological framework of megacity behe-moth governance and development to a broader practical scenario, and to promote the formation of China's inde-pendent knowledge system of megacity behemoth governance while improving the internal and external validity of the theory, so as to provide ideas and wisdom for the modernization and high-quality development of China's megacity behemoth governance.
